In order to ensure that special education's personals are qualified to provide appropriate education and related services for children and youth with disabilities. A comprehensive system of personnel development is required to continue so an adequate supply of qualified personals in special education and related services can be obtained to implement quality educational instructions and related services for children with disabilities.
Training and In-services Responsibility
Special education Assistant Director, Program Directors and Specialists are responsible for planning in-services and professional development that inform and educate parents, general agencies, communities, special education teachers, related services, and general education personals. Professional development and trainings are to be conducted throughout the year relating to topics identified by key staff members; including workshops, onsite demonstration, conferences, educational strategies, behavioral interventions, adaptation techniques, collaborated teaching, and other specific topics on a continuous bases. The SPED administrators also collaborate with institutions of higher education and other agencies in American Samoa and abroad so teachers and related service personals can acquire significant knowledge derived from technical assistance, educational research and data pertaining to educational and professional development.
Certification
All special education teachers who hold an AA, BA or MA degree not in special education are required to take certification courses and in-services in special education.
